    US Regulators Warn Long Distance Dial-Around Firms.

    Consumers are being bombarded by a vast array of long-distance telephone choices, but federal regulators Thursday warned shoppers to examine carefully the terms of popular 10-10, or dial-around, offerings. Advertisements promising cheap calls for consumers dialing with a 10-10 service may fail to mention additional fees or otherwise mislead, the Federal Communications Commission and the Federal Trade Commission said at a joint public forum. Dial-around services, which allow a consumer to bypass the long-distance carrier chosen for their phone line, have grown from a $96 million industry in 1993 to a $3 billion market in 1999, FCC officials said. But with growing usage have come an increasing chorus of complaints from consumers who say they were shocked by hidden fees or misleading terms of service. The FCC received almost 3,000 complaints between Jan. 1, 1998 and June 30, 1999. In some cases, advertised per-minute rates applied only to long-distance calls between states, not to in-state long-distance calls where a higher rate applied. In other cases, minimum charges or additional fees were mentioned only in small print of ads touting low long-distance calling rates. FTC Chairman Robert Pitofsky said his agency could go after firms that ran false or deceptive advertising, as it had with automobile-leasing companies and vitamin sellers. ``There should be a race to the top in providing truthful ads, not a race to the bottom,'' said Pitofsky. FCC Chairman William Kennard said his agency could also take enforcement action if necessary. The FCC also established a Web site at www.fcc.gov/marketsense/ containing tips and warnings for consumers thinking of using dial-around services.
